API Qualified Water Entitlement Valuers
John Leeson, Andrew Rankin, Dennis Wong and Christina Breedon, based in Brisbane, and Charles Stuart, based in Dubbo, are API-qualified valuers in Water Entitlements and Trading.
Senior Certified Practising Valuers Andrew Rankin and Charles Stuart are certified by the Australian Property Institute (API) as Water Entitlement Valuers.
Andrew operates between our Glen Innes and Brisbane offices, while Charles is based in Dubbo. Both have extensive knowledge of rural and agricultural property markets and a thorough understanding of the relationship between water availability, water entitlements and rural land values.
Water Entitlement Valuations
Leeson Valuers provides independent valuation advice for a range of water-related interests, including:
- Water entitlements;
- Water allocations;
- Water licences and associated rights;
- Irrigation water interests;
- Water trading interests; and
- Other water-related assets and rights requiring independent valuation.
Our valuers consider the characteristics of the relevant entitlement, historical and current trading evidence, market conditions, applicable regulatory arrangements and the relationship between the water interest and the underlying rural property.
Valuation Standards & Methodology
All water entitlement valuation reports prepared by Leeson Valuers are undertaken in accordance with the Australian Property Institute's approved guidelines and the International Valuation Standards, as applicable to the particular instruction.
Our valuation work is undertaken in-house by our experienced valuation professionals. We do not subcontract our valuation work, ensuring consistency, quality control and direct accountability throughout the valuation process.
Australian Government Experience
In 2023, John Leeson, Andrew Rankin, Dennis Wong and Charles Stuart undertook water entitlement valuations on behalf of the Australian Government across Queensland, New South Wales, the Australian Capital Territory and Victoria.
This experience provides Leeson Valuers with a strong understanding of the complexities associated with valuing water entitlements across different jurisdictions and water markets.

Water entitlement valuation requires an understanding of both property valuation principles and the operation of Australia's water markets. Our specialist valuers combine rural property expertise with specific knowledge of water entitlements and trading to provide independent, well-supported valuation advice.
